Evaluates the impacts of four activities funded under USAID's South Pacific Fisheries Development Project (8790009): three bilateral projects (Papua New Guinea's Manus Island Canoe Development Project, Western Samoa's Fisheries Development Program, and Kiribati's Nation Fisheries Corporation, Te Mautari Limited), and one regional activity (the South Pacific Commission's Tuna and Billfish Assessment Program).

Abstract
Overall, the program was a success. In a very short time, USAID became involved in the fisheries development business in many countries in a meaningful and cooperative way. The process of project planning, review, and monitoring was probably as important to generating goodwill as was the actual provision of assistance. Much of the program's success can be attributed to the personnel who administered it in the field, yet, it cannot be concluded that this experiment can be widely replicated since the regional institutions who implemented the program also should get considerable credit for its success.
