External technical review

scientific community as an external advisory resource for projects and proposals developed and implemented through A.I.D."s Bureau of Science and Technology (S&T). A U.S. scientific institution will be chosen as contractor. S&T"s Office of Research and University Relations will coordinate implementation. The selected institution, which will have access to professionals from a variety of scientific disciplines, will identify and convene panels of external reviewers who will advise AID/W regarding: (1) the potential applications in A.I.D. projects of new scientific developments or new areas of scientific research; (2) the scientific and methodological soundness of research proposals; and (3) implementation problems in projects with technically or scientifically complex components. In addition, through panel discussions these experts will provide scientific information which A.I.D. can use in evaluating its research policies and priorities.
