Abstract
The US Agency for International Development (USAID) Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program aims to accelerate the control of the HIV epidemic by strengthening the pharmaceutical system to improve access to and appropriate use of safe, quality-assured HIV/AIDS commodities. The MTaPS Program is implemented by Management Sciences for Health, a global health nonprofit, in partnership with various organizations, including Boston University, FHI 360, and the World Health Organization. The program focuses on improving access to essential medicines and related services, as well as the appropriate use of these products to ensure better health outcomes. The Philippines has a fast-growing HIV epidemic, with new infections among key populations driving the spread of the disease. The country has a relatively high prevalence of HIV, with an estimated 22,100 new infections in 2022. The MTaPS Program aims to strengthen the pharmaceutical system to improve access to and appropriate use of safe, quality-assured HIV/AIDS commodities. The program's approach focuses on facilitating Health Technology Assessment (HTA) for PrEP and TLD, which are already registered by the FDA in the country. MTaPS collaborated with various stakeholders, including the DOH HTAU, NASPCP, EB, Pharmaceutical Division, and pharmaceutical companies, to discuss strategies to meet HTA requirements. The HTA process involves evaluating the safety, efficacy, cost-effectiveness, and public health relevance of PrEP and TLD. The DOH HTAU conducts HTA to guide the DOH and PhilHealth on coverage and funding allocation decisions. MTaPS employed a responsive approach to facilitate HTA approval and inclusion of PrEP and TLD in the PNF.
