Abstract
The project will provide equipment and supplies (including 28.8 million condoms, 2 IUD molds and 12,000 inserter packs, materials for manufacture of 900,000 monthly cycles of orals, 300 minilap kits) and personnel support (recent university graduates to fill short-term vacancies in the Ministry of Health"s FP Department, limited clerical and administrative staff, and professor-level consultants for special purposes). The project will support a pilot program of The American University of Cairo (AUC) to provide integrated FP, health, and social services to 302 villages in Menoufia Governorate. Clinic staff will be trained in general FP matters, IUD insertion, contraceptive side effects, and recordkeeping. Canvassers will be similarly trained, and a one-time household contraceptive distribution program will be conducted; resupply will be via village health units or community development workers (CDW"s). Follow-up and referral systems will, respectively, monitor and encourage contraceptive use, and deal with contraceptive side effects. AUC health services will stress new preventive and curative techniques, provide training (stressing socioeconomic factors in health) to clinic staff, social workers, CDW"s, and community leaders, and conduct outreach. Social welfare activities will focus on staff training, outreach, provision of educational and training materials, and grants for small community projects. Baseline surveys in 24 villages will gather data on health, FP, and social service factors. The project will also help Egyptian institutions design FP training courses for recent medical school graduates; renovate El Galaa Maternity Hospital for use as a clinical training site for physicians, nurses, midwives, and medical social workers; help establish field training in planning and management of integrated maternal child health/FP programs; and support U.S. or third-country training of 15 long- and 30 short-term participants. Technology transfer will be promoted through consultants, seminars, and FP educational materials. Amendment of 9/28/78 finances participant training and long- and short-term TA to support creation of an FP Information, Education, and Communication (IEC) unit in the State Information Service to develop nationwide mass-media (radio, television, cinema, theater, and print) campaigns which will target opinion leaders and beneficiaries (e.g., the landless rural poor) separately. Campaign messages will be reinforced by rural health clinic staff. (PD-HAF-244) Amendment of 7/17/80 increases funding for ongoing activities in contraceptive supply, integrated FP services, training, social services, technology transfer, and IEC.
