PES covers the period 11/80-10/82 and consists of a facesheet attached to a special evaluation (XD-AAP-089-A). The 10/82 special evaluation indicated that the Instituto"s community-based contraceptive distribution (CBD) program had not yet reached an acceptable level of efficiency and recommended: (1) alternative methods of strengthening the project; (2) extending the project; and (3) deleting the objective of the Instituto Marcelino becoming self-sufficient during the life of the OPG. However, since it is the current strategy of this Mission to consolidate family planning activities and since there are other organizations better able to conduct CBD programs in Peru, the Mission decided to phase out the project. In 4/83 an amendment was approved authorizing up to an additional $50,000 to be spent in phase-out. The project terminated 9/30/83.
