Abstract
A contractor will implement the project, which will improve the business skills of existing and nascent PVO"s and incorporate FP into existing commercial channels and employee benefit programs. Approximately 50 SP"s in an estimated 30 LDC"s will assist PVO"s in the areas of financial planning, personnel management, income generation, or an appropriate mix of the three. SP"s in at least 3 countries will focus on the initial planning of PVO development. The contractor will place five long-term regional advisors for 2-year periods and will develop, for as many SP"s as possible, a financial, commodities, and user management information system for use on a microcomputer, 10 of which will be installed by the project. An estimated 30 SP"s in 18 countries will be directed toward incorporating FP into existing commercial channels and employee benefit programs. Each SP will likely have an evaluation and some type of dissemination/review activity and one observational study tour for 2-4 people will be provided per country. Approximately 10 regional or topic-specific workshops will be conducted over the life of the contract - eight for PVO activities and two for incorporating FP into existing commercial channels. Workshops will last 5-10 days and will serve 20-30 people each. The project will also support the design of two or three project-specific training modules in areas not covered by existing A.I.D. projects (e.g., pricing, FP accounting) and will provide ad hoc TA, primarily to PVO"s not covered by the SP"s.
