Abstract
The program operates under the Economic Growth Office USAID/Tanzania and is implemented by DAI Global, LLC. The program's primary objective is to enhance the capacity of village land governance institutions to administer land and enforce village land use plans. In the reporting quarter, LTA made significant progress in Iringa district and the Mbeya Region. The program successfully completed the systematic village land registration process in two villages, printing and registering a total of 3,053 Certificates of Customary Right of Occupancy (CCROs). Additionally, LTA completed the demarcation and adjudication of land parcels in 10 villages, with a total of 8,675 land parcels adjudicated and demarcated. LTA also completed the public display process for the results of adjudication and demarcation in five villages. The program submitted the edited list of claims for these villages to the Authorized Land Officer for review and approval for CCRO printing and registration. Furthermore, LTA organized CCRO issuance ceremonies in two villages, delivering 248 CCROs to the Village Land Registries and issuing 99 CCROs directly to village residents. In terms of village land use planning, LTA prepared village land use maps for three villages in Iringa District and assisted the District Land Office in printing Village Land Use Plan (VLUP) reports for 26 villages. The reports were submitted to the National Land Use Plan Commission in Dodoma for gazettement. LTA continued to strengthen the capacity of village land governance institutions through training sessions on land rights and village land registration processes. The program conducted 20 training sessions in collaboration with the pertinent authorities of Iringa, Mbarali, and Kilolo District Councils. Additionally, LTA provided five adjudication and demarcation trainings to village land authorities, covering topics such as basic principles of land laws, village land use planning, and dispute resolution. The program also raised awareness among village residents on land rights through various training sessions. LTA conducted 20 village assembly trainings, 27 hamlet-level trainings, and 12 women's sensitization and awareness trainings in seven villages in Iringa district. The trainings focused on the enforcement of village land use planning, land rights of vulnerable groups, and women's land and property rights under Tanzanian law. LTA continued to work with village leaders and individual villagers to boost beneficiary contributions in Iringa District. The program organized and participated in Village Council and Village Assembly meetings to emphasize and encourage villagers to pay their contributions. LTA also introduced the Village Land Registration process using the beneficiary contribution model to 11 Mbarali District villages and 2 villages in Kilolo District. In the reporting quarter, LTA conducted a preliminary assessment of regions and districts conducive for the LTA NGO to adopt as initial areas of operation and finalized selections. The program also laid the groundwork for ensuring the sustainability of its activity through an organizationally and financially viable successor NGO. LTA reviewed the LTA NGO business plan to identify areas that need to be updated and will complete revising the business plan in the next reporting quarter.
