Abstract
Evaluation, the final one for this completed project, covers the period 12/76-9/80 and is based on a review of project documents. Project inputs and outputs have been successfully completed, although achievement of the purpose will not be able to be determined for several years. Some 27 fertilizer warehouses capable of storing 27,000 tons of fertilizer were constructed. Although statistics for 1980-81 are not yet known, fertilizer sales from 1979-80 increased 15%. Total foodgrain production for 1979-80 also increased 1.6% over the previous year. Village market surveys indicated that the black market for fertilizer has been substantially reduced. Since 63% of Bangladesh"s small farmers use fertilizer, it is estimated that 7.6 million inhabitants are benefitting from this project. The project taught that the quality and speed of construction in projects can be improved by delegating supervision to the consultant and that indigenous construction firms should undergo a rigorous pre-qualification selection process before being contracted to provide construction services.
