Abstract
Ammann & Whitney Co was contracted to provide assistance to the Bangladesh Agriculture Development Corp (BADC) in the construction of storage space for 50K tons of fertilizer. Due to higher costs than anticipated, storage space will be constructed for only about 40K tons. Out of a possible 35 to 37 sites, 34 site awards have been made and construction started at six of these. Although construction was to be completed by 6/78, it did not begin until 2/78. Delays resulted from late signing of the loan agreement, difficulties in selecting and purchasing construction sites, and coordination problems within the BADC. Also, the contractor was slow in completing its personnel actions and in designing the warehouses. The BADC was unable to put an inspector at each site as required by the loan agreement. Therefore, the project is being modified to have the consultant assume most of the inspection responsibilities. Project experience points out that site acquisition, warehouse design, construction and storage use are interdependent; and that the responsible organizations must coordinate their activities.
