Abstract
The project was built upon the achievements of the HMH-I Project and focused on improving the quality of life for individuals with severe disabilities. The main target of the project was to strengthen social support and care services for approximately 2,600 people with severe disabilities. The project incorporated a total of 21 milestones, each with specified deliverables, which were mutually agreed upon by the United States Agency for International Development (USAID) and the Institute of Population, Health, and Development (PHAD). The project's target beneficiaries included rehabilitation units in district or provincial hospitals, rehabilitation workers, people with severe disabilities, caregivers, and home care workers. The project was awarded a grant of around $1.9 million from USAID and was implemented by PHAD in collaboration with the CRS Organization and other partners. The final evaluation of the project aimed to provide an overview of the outcomes achieved and derive lessons learned or recommendations for similar initiatives. The specific goals of the final evaluation included assessing the accomplishment of the 21 operational milestones, evaluating the accomplishment of the project's goals and objectives, evaluating the strengths, weaknesses, opportunities, and difficulties of the project, evaluating the impact and sustainability of the project, and providing recommendations for similar or future initiatives. The project achieved substantial success in accomplishing its operational milestones, with nearly all 21 milestones completed by the end of the second week of November 2023. The activities of the project were executed flexibly, with certain milestones modified to align with real-world circumstances and conditions. The project's achievements included the development and standardization of formal and informal care training materials, the provision of assistive devices to approximately 200 people with disabilities, and the strengthening of financial management of care systems through the development of private and public care service models. The project also made significant contributions to the development of the healthcare system, including the enhancement of care management and the augmentation of caregiver capabilities through the development of information technology tools. The project's impact was also felt in non-medical fields, including the promotion of independent living among people with disabilities and the strengthening of governance and management of social care and assistance services. The project's sustainability was also a key focus area, with the development of private and public care service models aimed at ensuring the long-term viability of the project's achievements. The project's lessons learned and recommendations for similar initiatives included the importance of flexibility in project implementation, the need for strong partnerships and collaboration, and the importance of addressing the specific needs and challenges of people with severe disabilities. The project's achievements were also recognized through the provision of assistive devices to approximately 200 people with disabilities, which improved their quality of life and enabled them to live independently. The project's impact on the healthcare system was also significant, with the enhancement of care management and the augmentation of caregiver capabilities through the development of information technology tools.
