Abstract
The project's development objective is to improve the quality of life of persons with disabilities through strengthening care and social assistance for persons with severe disabilities. The HBCC/NCS software system was developed by the Institute of Population, Health, and Development (PHAD Institute) in conjunction with Oneday Vietnam software company. The software system comprises three primary components: 1) The main feature used by caregivers (NCS) to document and report the current situation and status of PWDs at home, as well as to receive care instructions from medical staff/social workers, 2) The feature used by medical staff/social workers/professional healthcare collaborators to monitor and follow the current situation of PWDS, as well as collect information and prescribe instructions for care, and 3) The management, statistical, and application operating system for district and provincial officials to collect information, make decisions, and administer reports. The HBCC application is a mobile application that enables HBCC and Supervisors to plan and monitor the process of caring for People with Disabilities. The primary functions include: login/sign in, list of PWDs under supervision, review management, PWDs healthcare plan, check-in management, manage support requests, and reports. The NCS app is a mobile application that enables caregivers and PWDs to monitor and implement home care plans, report on PWDs' health status, and receive care instructions/assistance from medical professionals. The primary functions are listed below: login/sign in, manage support requests, review of healthcare plan, instructional video on care skills, and history of finished surveys. The current deployment process of the App in Vietnam involves several steps. The NCS and HBCC Apps have been published to the Apple Store, ensuring compliance with Apple's terms and policies regarding internet and mobile applications. The apps have also been registered and uploaded to the Google Play store. Users can install the apps from the Apple Store or Google Play store by following the steps outlined in the deployment process. The apps provide medical staff and PWDs with a set of useful tools, allowing PWDs to maintain contact and stay connected with the local medical staff. The implementation process carried out at Thanh Oai Medical Center has provided PHAD Institute and the software development unit with valuable feedback, which contributed to the software, making it more comprehensive and user-friendly. The pilot at Thanh Oai District Health Center has also helped PHAD Institute and OneDay Software Company in analyzing and optimizing the training program for future expansion phases. The HBCC/NCS software system has been tested in the community, with the objectives of improving the capacity of healthcare staff at station levels, training and guiding NCS in using the Training App and the Homecare Management/Support App, and managing and supporting NCS in home-monitoring and homecare for NKT through the system of the HBCC/NCS App. The main activities included training activities, training and guiding NCS, and managing and supporting NCS. The HBCC/NCS software system has provided a connection platform between local healthcare, social work services, and home caregivers of individuals with disabilities. The system has improved the quality of life of persons with disabilities through strengthening care and social assistance for persons with severe disabilities. The system has also provided medical staff and PWDs with a set of useful tools, allowing PWDs to maintain contact and stay connected with the local medical staff. The implementation of the HBCC/NCS software system has faced several challenges, including the function of the software, the training activities, and the deployment process. However, the project has developed strategies to overcome these challenges, including upgrading and improving software functions, resolving problems with the training, and optimizing the training program for future expansion phases. The HBCC/NCS software system has been deployed in several provinces in Vietnam, including Binh Dinh, Kon Tum, and Quang Nam. The system has been tested in the community, with the objectives of improving the capacity of healthcare staff at station levels, training and guiding NCS in using the Training App and the Homecare Management/Support App, and managing and supporting NCS in home-monitoring and homecare for NKT through the system of the HBCC/NCS App. The implementation of the HBCC/NCS software system has faced several challenges, including the function of the software, the training activities, and the deployment process.
