Final impact evaluation of a project to improve pre- and in- service training of primary school teachers in Swaziland.

Abstract
External evaluation covers the period 3/84-8/90. The project has had a significant impact in all areas, including curriculum revision, teacher training, teacher performance, and Government of Swaziland (GOS) awareness of the significance of primary education. All objectives were met, with the exception of the number of teachers graduating from the teacher training colleges (TTC's) and the University of Swaziland (UNISWA). Highlights include the following: (1) institutionalization of contributions to teacher education as a line item in the GOS yearly budget; (2) new three- and four-year programs for primary school educators in both the TTC's and UNISWA; (3) in-service teacher workshops for all 504 primary schools; and (4) development and use of improved classroom instruction materials. The system established by the project is continuing to function without TA. Its sustainability, however, is dependent on the Ministry of Education's ability to properly manage and coordinate needed program modification and to support areas in which slippage has occurred over the past year. This ability is in question, since the program was neither reviewed nor modified during the past year due to a lack of leadership and coordination by the Inspectorate of Teacher Education and Curriculum Development. Numerous recommendations are made to ensure purposeful nurturing of the young system and the sustainability of its tremendous impacts.
