Abstract
The government is still heavily centralized, with a lack of coordination among institutions involved in planning for human settlements. Urban growth has been poorly managed, and more than 1.2 million Chileans live in inadequate shelter conditions. Both private and public financing for housing development is limited, especially for low-income groups. On the positive side, formal sector housing production, which dropped by over 50% due to the economic crisis of 1982, has rebounded at an annual growth rate of almost 18%. Following an introduction, Chapter II of this report provides the physical, social, economic, and institutional context for the formulation of programs and policies in Chile"s shelter and urban sector. Chapter III identifies the principal issues and constraints facing the sector, while Chapter IV describes and analyzes policy and programmatic response to these issues. Chapter V describes ongoing A.I.D. and other bilateral/multilateral donor activities in Chile"s shelter sector. Finally, Chapter VI proposes a medium-term strategic approach and concomitant short-term opportunities to expand A.I.D."s ongoing commitments and initiatives in Chile"s shelter and urban sector.
