Abstract
The project aimed to strengthen the capacities of leaders of intercommunal networks for local incidence, in the districts of Sisa and Chazuta, in the provinces of San Martin and Lamas, in the Department of San Martin. The project's objectives included fortifying the intercommunal networks and their relationships with communities and municipalities, as well as promoting the development of activities for the common benefit. The project also aimed to contribute to the strengthening of leadership and the organizational life of the intercommunal networks. The project's methodology was based on the Andragogia approach, which is a method of adult education that emphasizes the use of participatory techniques, methods, and dynamics. The project's activities were carried out in a participatory, expository, and reflexive manner, which allowed the participants to achieve the established objectives and visualize the results obtained at the end of the project. The project's diagnosis situational of the intercommunal networks of the Chazuta and Sisa corridors revealed that the networks had participated in decision-making spaces, such as the participatory budget, and had achieved the prioritization of productive projects in the 2010 participatory budget. However, the leaders and authorities were demotivated and disoriented about the direction of the intercommunal networks. The intercommunal networks did not have an internal regulation that guided the members on their functions or roles within the network. They were not recognized as an organization since their formation, and they did not have a process of accompaniment and strengthening of capacities. They also did not have representation in spaces or mechanisms of citizen participation, and they did not hold decentralized meetings in the communities that made up the network. The project's results were expected to include the strengthening of the intercommunal networks and their relationships with communities and municipalities, as well as the promotion of the development of activities for the common benefit. The project also aimed to contribute to the strengthening of leadership and the organizational life of the intercommunal networks.
