Conducted as part of USAID"s Latin America/Caribbean Trade and Investment Development Project, this study reviews the current status of business information and support services in Haiti, as well as the institutional arrangements used to promote foreign investment and trade in the past, and recommends an optimal organizational structure and strategy for accelerating the growth of exports and investments in the future.

Abstract
The new organizational structure presented in this study would have three objectives: (1) develop and disseminate timely, accurate information on business conditions and opportunities in Haiti; (2) keep decisionmakers focused on policy and regulatory changes needed to improve the business climate in Haiti; and (3) facilitate investments in and exports for Haiti. Promotion would begin with facilitation and ancillary services to overcome the country"s reputation for having an intractable bureaucracy, but would become increasingly pro-active with the emergence of genuine policy and regulatory reform. The new organization would be both quasi-governmental and autonomous, small and simple in structure, housing both investor"s and a customs one-stop shop. Services would focus on policy advocacy on all relevant trade and investment issues, dissemination of promotional information, and facilitation of investments. While fees would be charged for certain services, host government and donor funding would be needed to cover the funding gap.
