Final report of the Cooperative Housing Foundation (CHF) on a 3-month contract (10/99-1/00) to provide emergency winterization for 325 damaged houses in Mitrovica, Kosovo.

Abstract
CHF completed the program by January 30, 2000. In all, the project constructed the roofs of 318 houses and, in coordination with CARE International and other agencies, distributed 915 warm-dry room (WDR) kits to house 745 families. In all, 4,540 individuals benefitted from this program and were able to move into warm conditions. CHF was able to employ 36 Kosovars directly in various program areas and also trained over 300 individuals through the "self-help method" of construction. In addition, CHF worked with local officials and citizens to create a sense of camaraderie and solicited invaluable input from city officials in Mitrovica, specifically in conducting damage assessments. During the project period, CHF was the only NGO in Metrovica with the skills and capacity required to successfully implement the reconstruction efforts. In addition, CHF was able to serve the Serbian and Albanian families residing in the troubled areas of north Mitrovica.
