Abstract
The data validation exercise aimed to validate reported performance data on family planning (FP) commodity stockout rates and FP users in selected health facilities. The activity was conducted remotely from October to November 2020 due to community quarantine restrictions brought about by the COVID-19 pandemic. CLAimHealth interviewed respondents from two integrated provincial health offices (IPHOs), two rural health units (RHUs), two barangay health stations, two public hospitals, one private hospital, and one private lying-in clinic. The team reviewed the target client lists, FP Form 1, and other facility reports related to FP commodities and FP user data. The data validation exercise aimed to identify issues and challenges in ensuring data quality of stockout rates and FP user data. CLAimHealth also aimed to recommend interventions to improve the inventory systems of health facilities and the quality of stockout rate data and FP user data. The team presented the findings and proposed recommendations to BARMMHealth and OH on December 2, 2020, and February 4, 2021. The activity focused on validating reported performance data on FP commodity stockout rates and FP users in selected health facilities. CLAimHealth remotely observed and reviewed the FP commodity inventory system and FP user reporting system through digital copies of documents sent from the field and online interviews. The team identified issues and challenges in ensuring data quality of stockout rates and FP user data. The data validation exercise revealed that the health facilities in Lanao del Sur and Maguindanao faced challenges in maintaining accurate and up-to-date records of FP commodities and FP users. The team found that the facilities had difficulties in tracking stockouts and reporting FP user data. CLAimHealth recommended interventions to improve the inventory systems of health facilities and the quality of stockout rate data and FP user data. The activity highlighted the importance of data quality assurance in the health sector. CLAimHealth's data validation exercise demonstrated the need for regular data quality assessments to ensure that performance data used by the Health Project (HP) is accurate and reliable. The activity also underscored the importance of collaboration and learning among stakeholders in improving data quality and ensuring that health facilities have the necessary resources and support to maintain accurate and up-to-date records. The data validation exercise was conducted in line with the USAID/Philippines Collaborating, Learning, and Adapting for Improved Health (CLAimHealth) activity's mandate to support the USAID/Philippines Office of Health (OH) in data quality assurance of performance data used by the Health Project (HP).
