Abstract
The project was implemented by Coordination in Development (CODEL), a consortium of Protestant, Orthodox, and Roman Catholic agencies. The project has exceeded performance expectations. The participant beneficiaries reached beyond the proposed 2,520,000 people to an estimated 4,700,000 persons. One hundred and forty-five projects were funded, 35 more than anticipated. The $3,000,000 in A.I.D. funding, even during the unexpected recession in the United States, were more than matched by $3,137,663, for total development assistance of $6,137,663. The Environment in Development Training Program completed 18 workshops/seminars for 372 agencies with 519 persons participating. About 6,200 books in the "Planning Guidelines" Series and 1,900 workshop reports were distributed. The high quality projects in community development, health, food, and training sectors demonstrate local initiative and ownership and are ecologically sensitive. Documentation through monitoring exists in 70% of projects subjected to file review and 77% to site review. Decisionmaking engaged 76% of the project beneficiaries, and the planning and implementation of projects had 67% ecumenical cooperation. CODEL"s monitoring and management style has been cost-effective and demonstrates the potential usefulness of this A.I.D./CODEL partnership in other communities, especially in the poorest regions of Africa and Asia. People"s lives can be enhanced through participatory, sustainable development as demonstrated through this five-year program outreach. Appendices include brief descriptions of individual projects.
