Abstract
Final evaluation covers FY76-77 and is based on an 8/76 mid-term evaluation and CARE/Kenya"s final report. Of the 49 sub-projects, 38 are fully operational. Although equipment has been installed at the other 11 sites, implementation has been slow due to weak community support and inadequate MOWD technical expertise. Many sites have received further assistance from the Government of Kenya (GOK) or CARE, and CARE is still working to upgrade local management capabilities. Most projects were in the Central, Eastern, and Rift Valley provinces since the MOWD was better able to field design teams and meet CARE selection criteria in these areas. Progress has lagged most in Nyanza and Western Provinces. The financial breakdown has been as follows: CARE (6-7%); USAID/K (16-19%); GOK (25-46%); and communities (32-38%). Data on the project"s impact on women"s role as collectors of water is expected soon.
