Abstract
The project focuses on strengthening the local enabling environment, unlocking capital, and spurring innovation in the energy sector. In FY2021, the project achieved several key milestones, including the launch of a five-day virtual training course for Professional Energy Managers in Danang. The training course, which was organized in coordination with the Danang Department of Industry and Trade and the Ministry of Industry and Trade, aimed to equip electricity engineers and technicians with the knowledge and skills necessary to implement energy efficiency measures in their facilities. The course introduced an energy management system and provided knowledge and practices in formulating an energy management system that complies with existing regulations and relevant standards. Twenty electricity engineers and technicians from 20 enterprises in Danang participated in the training course, representing multiple sectors including hospitality, commerce, health, IT, processing and manufacturing, and public buildings. The participants were trained on how to report energy in compliance with regulations and sustainably manage energy consumption, as well as document energy improvement achievements. The project also supported the Danang Department of Industry and Trade in meeting its ambitious goals, including the implementation of the Energy Efficiency Action Plan and the promotion of energy savings. The project's efforts in Danang are part of a larger initiative to improve energy efficiency and promote clean energy solutions in Vietnam. In FY2021, the project achieved several key outcomes, including the training of 20 electricity engineers and technicians, the development of an energy management system, and the promotion of energy efficiency adoption and compliance at the facility level. The project also supported the development of a standard energy management system (EnMS) curriculum and the approval of ISO 50001 as a national standard for EnMS. The project's technical activities were focused on three main components: strengthening the local enabling environment, unlocking capital, and spurring innovation. The project worked closely with the Government of Vietnam at the city, provincial, and national levels to improve legislation related to clean energy and mobilize investment in the energy sector. The project's management, operations, and staffing were also key areas of focus in FY2021. The project had a field office in Danang and a team of staff members who worked closely with local counterparts to implement project activities. The project also provided short-term technical assistance to local counterparts and supported the development of a project information and activity promotion plan. The project's monitoring, evaluation, and learning activities were also an important aspect of its work in FY2021. The project conducted regular monitoring and evaluation activities to track progress towards its objectives and identify areas for improvement. The project also conducted a risk assessment and developed a project bibliography to document its activities and outcomes. Overall, the USAID Vietnam Urban Energy Security project made significant progress in FY2021 towards its goal of improving energy efficiency and promoting clean energy solutions in Vietnam. The project's efforts in Danang and other locations in Vietnam will continue to support the development of a more sustainable and energy-efficient energy sector in the country.
