Livestock Market Systems Strengthening Community Capacities for Resilience and Growth activities continued in the first quarter of FY 2021, adapting to COVID-19 regulations.

Abstract
Most meetings were conducted virtually to maintain social distancing and prevent the spread of COVID-19. Physical meetings were held in small groups and open spaces where participants could maintain a safe distance and wear masks. Under Objective 1, the program supported the partnership between 15 Ward Planning Committees (WPCs) and County Resource Teams (CRTs) to establish localized institutions for sustainability. The CRT in charge of rangeland management and disaster risk reduction supported WPCs in rolling out Participatory Rangeland Management (PRM) and inter-county disaster scenario planning and simulation exercises with neighboring counties. The PRM program incorporated grazing plans and measures to mitigate resource-based conflicts. The program also supported the strengthening of institutions and systems, including the rangeland management and water management systems. The CRT in charge of rangeland management and disaster risk reduction supported WPCs in developing and implementing rangeland management plans, which included measures to prevent overgrazing and promote sustainable land use. The program also supported the development of water management plans, which included measures to improve water harvesting and storage infrastructure. Under Objective 2, the program focused on improving human capital, particularly in the areas of health, nutrition, and hygiene. The program supported the implementation of health, nutrition, and hygiene practices, including the promotion of handwashing and the use of sanitation facilities. The program also supported the improvement of literacy, numeracy, and life skills among community members, particularly among women and youth. The program also supported the strengthening of collaborative action and learning for community empowerment. The program supported the development of indicators and learning indicators to measure community capacities for resilience and growth. The program also supported the establishment of a system for sequencing, layer, and integration, which enabled the program to track progress and identify areas for improvement.
