Abstract
PES covers the period 9/82-3/85 and consists of a facesheet attached to a special evaluation (XD-AAR-390-A). Action decisions are: (1) salaried housing applicants should be requested by the Gaborone Self-Help Housing Agency (SHHA) to provide proof of earned income in the form of an up-to-date pay slip; (2) systems to ensure that building material loans are used for their intended purpose should be strengthened; (3) the SHHA"s role as a housing agency and its relationship to other town council departments should be evaluated, clarified, and redefined to resolve the current conflict between SHHA"s regulatory and development goals, and specific criteria and procedures for transfer of SHHA areas to the town engineer"s jurisdiction should be drafted; (4) the latest version of the job descriptions for the long-term project advisors should be provided to USAID/B for incorporation into project files; (5) a satisfactory system for providing TA and community development field assistance on weekends should be developed and implemented by the SHHA; (6) a major focus of the project"s remaining short-term TA and training should be assistance to the SHHA; (7) revisions to building control regulations and the development control code should be expedited; (8) the rolodex card system for existing plot holders should be updated immediately; and (9) alternative systems of charging TA costs to plot holders during first few years as a means of reducing service levies should be assessed.
