Abstract
GLAAS is an agency-wide implementation that interfaces with the Phoenix Financial Management System to process acquisition commitments and obligations. The system collects procurement information, including vendor data, shipping data, items/services purchased, costs, and other relevant details. GLAAS does not collect, maintain, or disseminate personally identifiable information (PII). The system's primary purpose is to facilitate business transactions between USAID and vendors, enabling the agency to identify vendors, process payments, and manage procurement activities. In order to perform business with USAID, vendors are required to provide the necessary information, which is used solely for business purposes. Access to GLAAS is role-based, with Contracting Officers and System Administrators having access to vendor information in the Contract document and vendor table, respectively. The system administrators are responsible for ensuring the security and integrity of the data. The information collected through GLAAS is not shared externally, and all personal information is provided by the individual in a business capacity, thereby exempting it from protection under the Privacy Act. The collection of procurement information through GLAAS is permitted by executive branch regulations, which require the export of procurement information to the Federal Procurement Data System-Next Generation (FPDS-NG) and the Federal Assistance Award Data System (FAADS). The system's design and implementation are intended to ensure the confidentiality, integrity, and availability of the data, in accordance with USAID's information security policies and procedures.
