The Good Governance Initiative (GGI) in Georgia aims to strengthen the overall transparency, accountability, and effectiveness of governance in the country.

Abstract
The initiative focuses on improving administrative and financial management of public institutions at all levels, increasing civic engagement and access to independent information, strengthening policy development and lawmaking processes, and enhancing institutional oversight of the government. To achieve these objectives, the GGI has identified four key results: Improved Administrative and Financial Management of Public Institutions, Increased Civic Engagement and Improved Access to Independent Information, Strengthened Policy Development and Lawmaking Processes, and Strengthened Institutional Oversight of the Government. These results are further broken down into specific activities, including supporting the Government of Georgia (GoG) to improve policy planning and implementation practices, strengthening local and national-level public financial management systems, and supporting the Civil Service Bureau (CSB) to implement civil service reform. The GGI has also established partnerships with various organizations, including the Open Government Partnership (OGP), the Open Parliament Partnership (OPP), and Transparency International (TI). These partnerships aim to promote transparency, accountability, and good governance practices in Georgia. During the reporting period, the GGI achieved several significant results, including strengthening policy development and lawmaking processes, and enhancing institutional oversight of the government. The initiative also supported the GoG in creating and institutionalizing effective oversight systems, and continued to support the development of the Parliamentary Budget Office (PBO) and the State Audit Office (SAO). The GGI has also faced several obstacles and constraints, including limited resources and capacity, as well as resistance to change from some government officials. However, the initiative has also identified several opportunities for growth and development, including the potential for increased civic engagement and participation in the governance process. The GGI has also made progress in implementing its Performance Monitoring Plan (PMP), which includes a range of performance indicators to measure the initiative's progress and impact. The initiative has also established a system for monitoring and evaluation, which includes regular reporting and review of progress. In terms of financial management, the GGI has maintained a strong focus on transparency and accountability, with regular reporting and review of expenditures. The initiative has also established a system for tracking and managing accruals and expenditures, which has helped to ensure that resources are used efficiently and effectively. Overall, the GGI has made significant progress in strengthening the overall transparency, accountability, and effectiveness of governance in Georgia. The initiative continues to face challenges, but its commitment to transparency, accountability, and good governance practices has helped to promote positive change and development in the country.
