Abstract
The self-assessment process was based on two toolkits developed by the Inter-Parliamentary Union (IPU), which define a democratic parliament as one that is representative, transparent, accessible, accountable, and effective. A gender-sensitive parliament is one that responds to the needs and interests of both men and women in its structures, operations, methods, and work. The self-assessment was adapted to the Georgian context in close consultation with the Parliament and focused on six main areas of parliamentary work: the representativeness of Parliament, parliamentary oversight of the executive, Parliament's legislative capacity, transparency, accessibility, and accountability, Parliament's involvement in international policy, and gender equality of Parliament. The methodology consisted of a preliminary phase, a self-assessment workshop, and the final draft of the report. The preliminary phase included desk research, reviewing the relevant parts of the rules of procedures and reports from Georgian civil society organizations. The Parliament of Georgia has made significant progress in recent years, particularly in the areas of parliamentary oversight and legislative capacity. The institution has established a number of committees and working groups to oversee the executive branch and has made efforts to increase transparency and accountability. However, challenges remain, particularly in the areas of gender equality and representation. The report highlights the need for the Parliament to increase the number of women MPs and to improve the representation of minority groups. The self-assessment report identifies several key challenges facing the Parliament of Georgia, including the need to improve its representativeness, increase transparency and accountability, and enhance its legislative capacity. The report also highlights the importance of addressing the issue of gender equality and increasing the representation of women in the Parliament.
