Abstract
The program aims to improve the health status of the Senegalese population by providing technical assistance to the Government of Senegal. The program is built on the successes of previous programs that have contributed to the improvement of health care for the population. The program is aligned with the Plan Sénégal Emergent (PSE), which aims to accelerate economic and social development in Senegal. The program contributes directly to the implementation of the National Health Development Plan (PNDS) 2009-2018, which aims to provide universal access to health services without exclusion. The program's objective is to improve the health status of the population by providing durable and effective health services, reducing infant and maternal mortality, and contributing to a generation free from HIV/AIDS. The program has three intermediate results (RI): an increased access to a package of quality health services and products (RI.1); an increased engagement of individuals and communities in the management of their own health and health services (RI.2); and improved performance of the health system (RI.3). The program also aims to consolidate an innovative approach to financing, known as direct financing, which involves transferring resources directly to a beneficiary government agency for the implementation of eligible activities. The program will be implemented through a partnership between the USAID and the Government of Senegal, with a focus on strengthening the capacity of government structures to manage resources in a transparent and efficient manner. The program will also prioritize the development of the capacity of government structures to manage finances and accounting, as well as the analysis and use of data for decision-making. The program will be implemented in three regions: Kaffrine, Matam, and Saint-Louis. The program will focus on improving the health status of the population, particularly in the areas of reproductive, maternal, neonatal, infant, and adolescent health. The program will also aim to improve the performance of the health system, including the management of resources, the provision of health services, and the engagement of individuals and communities in the management of their own health. The program will be implemented through a range of activities, including the provision of technical assistance, the development of capacity-building programs, and the support for the implementation of health policies and programs. The program will also aim to strengthen the capacity of government structures to manage resources, including the development of financial management and accounting systems. The program will be monitored and evaluated through a range of indicators, including the level of access to health services, the level of engagement of individuals and communities in the management of their own health, and the performance of the health system. The program will also aim to ensure that the resources allocated to the program are used in a transparent and efficient manner, in accordance with the principles of the PNDS and the norms of the USAID.
