In the light of growing verbal support by the Government of the Philippines (GOP) for small- and medium-sized industries (SMI), the actual level of support provided to SMI"s by the GOP and by financial institutions is examined.

Abstract
A review of GOP funding of technical support to industry shows that assistance to large industry has been proportionally greater than to SMI"s. A review of GOP appropriations for public financial institutions and programs which serve industry reveals that even with newer programs such as the National Livelihood Movement the SMI sector has not gained much over large industries. Finally, a review of industrial credit provided by Philippine bank and non-bank financial intermediaries indicates that the number of loans to SMI"s dropped from 27% of all industrial loans in 1977 to 22% in 1981, while during the same period there was an exceptionally high growth in the amount of loans being provided to large industries by the Development Bank of the Philippines. Nonetheless, it is pointed out that further study is needed for an accurate overall assessment of the extent and impact of GOP support of SMI"s.
