Grant is provided to the Historical Clarification Commission in Guatemala (HCC), established during the 1994 Guatemalan peace process, to support its efforts to clarify human rights violations and acts of violence that have caused suffering to the Guatemalan population.

Abstract
The HCC will use the $1 million USAID grant to execute the activities specified in the HCC mandate. These are as follows. (1) The HCC will clarify with objectivity and detail the human rights violations and acts of violence that occurred from the start of the armed conflict until the signing of the Firm and Lasting Peace Accord on 12/29/96. To this end, the HCC will invite those who may have relevant information concerning such violations to submit their version of incidents; their failure to do so will not preclude the Commission from reaching determinations in each case considered. (2) The HCC will prepare a report containing its findings. The report will neither attribute responsibility to any individual or make any judicial claim or have any such effect. The report will be submitted to the parties involved and to the Secretary General of the United Nations, who will publish it. (3) Finally, the HCC will make recommendations to encourage a culture of mutual respect between former opponents in the former conflict, in particular, recommending measures to preserve the memory of victims of the conflict.
