Grant, follow-on to project 521016902, to the Cooperative League of the USA (CLUSA) to promote the coffee cooperative movement in Haiti by assisting the Cooperatives Cafeieres d"Haiti (CCH), a private entity, in assuming control of a government coffee processing plant and improving services to member co-ops.

Abstract
CLUSA will assist in upgrading the Center for Cooperative Coffee Exporting (CEPEC) in Port-au-Prince, currently administered by the Government of Haiti, and in integrating CEPEC operations into CCH. TA (56.5 person-months) and training will be provided for the startup of an expanded coffee processing facility at CEPEC. Specific activities will include transfer of ownership and operating responsibility to CCH, determining the role of the Office of Promotion of Exportable Commodities (OPRODEX) in helping CCH operate the plant, training of a CCH marketing manager to execute purchase and sale transactions, and training of CCH personnel to initiate processing operations. If necessary, incomplete construction or equipment installation activities at the plant will be completed. CLUSA will also expand CCH"s expose to export marketing operations, help to develop a business plan, and provide TA to integrate and streamline the accounts of CCH and CEPEC, design financial controls, and develop a system to communicate price information to member co-ops. CLUSA will help identify the needs for improved CCH member services. Supplemental training and administrative supervisory services will be provided to participating co-ops as needed, and revolving funds will be available for making advances to farmers and co-ops. Finally, CLUSA will design a follow-on activity for rural coffee cooperative development for eventual submission to a funding agency such as A.I.D.
