Abstract
The project will provide management training to key CCH personnel, improve CCH administrative structures, and establish a rotating fund for purchasing coffee from local co-operative members. A full-time CCH director and national- and regional-level management personnel will be recruited and will receive training in co-operative structure and organization, enterprise organization and management, coffee technology and marketing, accounting, and planning and analysis. For national-level personnel, training will prepare them to direct co-operative marketing activities, especially export marketing. For regional personnel, training will enable them to train local cooperative personnel, supervise loans to local co-operatives, and supervise management of the latter. CCH will endeavor to procure assistance for its training programs from, inter alia, CLUSA, FAO, ILO, and local A.I.D. personnel. CCH member cooperatives and precooperatives will be reorganized at the local level to assure proper management through good accounting techniques and continued supervision by regional personnel. A revolving loan fund will be established to provide credit which will enable local or regional co-operatives to procure coffee from member farmers for marketing at the local level. A portion of the fund"s annual net profit earnings will be set aside, with the intention of repaying the fund to A.I.D. If, however, A.I.D. is satisfied with the fund"s financial management, it may allow these monies to be reinvested.
