Abstract
FTF Inova uses the word "partner" or "partners" to describe entities being supported by the project, but these are not joint ventures or partnerships within the legal context. Instead, they are entities whose interests are aligned with FTF Inova in creating a more inclusive agricultural market system in Mozambique. Examples of partners include agricultural input suppliers, buyers, and processors, as well as entities within the supporting environment such as radio stations, information and communication technology firms, and universities. The instruments that frame FTF Inova's partnership engagement are defined as follows: An annual partnership program announcement (APPA) is an instrument that invites entities of all kinds to submit applications to be considered as partners of FTF Inova. Applications submitted to FTF Inova under an APPA are reviewed on a rolling basis, and concepts proposed by potential partners are refined and, if accepted, developed into MAPs. A market actor partnership agreement (MAP) is an instrument that formalizes the areas of collaboration between DAI and the partner and serves as the partnership's guiding document. All applicants who express interest in becoming a partner in the program through the submission of an application are fairly and equally evaluated. It is DAI policy to ensure practical competition by seeking applications from eligible and qualified entities. FTF Inova meets this requirement by publishing the APPA and co-creating the MAP with the partner. A deal note is an instrument that functions as a supplemental, practical document under the umbrella of the MAP. It is used to outline specific activities and milestones for the partnership.
