Abstract
The project will train FLE providers and support the provision of FLE services, especially to adolescents. RPA will implement the project, with assistance from its parent organization, the International Planned Parenthood Federation/Western Hemisphere (IPPF/WHR). The project will emphasize education and training programs to enable health personnel, teachers, community leaders, and youth educators to provide FLE counseling and services. Two types of FLE "Training of Trainers" workshops will be conducted: (1) nine workshops for school teachers and community leaders, with 10-15 participants each (the project will also provide teaching materials to participants); and (2) tutor training for youth leaders to enable them to train youth groups, and also to train 30 peer counselors to work with youth groups in rural communities. RPA will also help the MOH train health personnel to provide FLE and child-spacing services and counseling; some 15 workshops, with 15-20 participants each, will be held and will include technical information on contraceptive technology and statistical reporting. The project will conduct 12 workshops, mostly in rural areas, to provide youths (about 20 per workshop) with counseling on such FLE topics as family life problemsolving, household budgeting, nutrition, health education, responsible parenthood, child-spacing, adolescent pregnancy, and antenatal and postnatal care. Crafts training (in sewing, batik, tie-dyeing, leatherwork, and macrame) will be integrated with the counseling at six selected clinics, including a pilot youth center/community clinic to be established at RPA headquarters in Georgetown. About 20 youths and women of reproductive age will receive the crafts training at each location. Project inputs will include training and crafts materials; contraceptive commodities; funds for expansion of RPA staff (including 7 new full-time positions); rental and renovation of a new RPA headquarters building; TA (provided primarily by IPPF/WHR and the Caribbean Family Planning Affiliation) to help develop RPA staff skills; in-service and short-term training, including observation tours in the Caribbean; and honoraria for local resource personnel for education and training programs.
