Abstract
The project, a follow-on to project 5210118, will be implemented through the Pan American Development Foundation (PADF), of which the HDF is a member foundation. During the first 6 months, five additional animateurs as well as HDF field program staff, on-board extensionists, and replacement staff will be trained. Subject to USAID/H concurrence, a secondary stage of business skills training may be provided to HDF borrowers to strengthen their ability to use credit and expand production and employment. The HDF revolving loan fund will be expanded by at least $200,000, enough for 80 new loans. The PADF will provide consultants to support HDF fund-raising as needed. In the ensuing year, the PADF will provide technical assistance to strengthen the HDF"s financial management and credit extension staff. Emphasis will be on identifying and solving financial problems and problems relating to headquarters/field relationships. A pilot area for field activities will be chosen and will initially be served from HDF"s Port-au-Prince headquarters. As demand for services grows, a regional office will be opened. The office will be run by a manager who will be accountable to a regional advisory council composed of local representatives. Replacement animatuers and other personnel will also be trained, and the loan fund will be expanded by another $475,000. By project end, the HDF will be assisting an additional 350 clients served by 20 animateurs and will be operating a $1 million revolving loan fund.
