Evaluates two multidonor projects (local costs of which are funanced by reflow funds from a Commodity Import Program) to strengthen the institutional capacity of Government of Kenya (GOK) ministries - Phase II of the Technical Assistance Pool (TAP) project and the Agricultural TAP (ATAP) project, both being implemented by the Harvard Institute for International Development.

Abstract
PES covers the period 10/81-10/83 and consists of a facesheet attached to a special evaluation (XD-AAP-213-A). Action decisions are to: (1) hold a tripartite meeting (donor, GOK, and TA personnel) to discuss project roles and priorities; (2) develop revised comprehensive work plans; (3) develop mechanisms for improving Kenyan staff capacity; (4) use longer-term analysis as a basis for project planning; (5) consider the implications of bilateral advisors working as planners; (6) integrate the TAP advisor more fully into the Ministry of Economic Planning and Development; (7) increase the role of the senior advisor in the Ministry of Agriculture and the Ministry of Livestock Development; (8) consider adding an advisor for training; (9) increase support services for TA advisors; and (10) begin discussions on the future of the TAP and ATAP projects.
