Abstract
HPI has received an AID Development Program Grant to design, test, and integrate an evaluation system into its worldwide operations. HPI is a private voluntary organization which distributes livestock and trains farmers in livestock management. This PES is based on a review of HPI documents and interviews with HPI personnel. HPI spent the period 10/1/77 - 5/1/78 developing job descriptions and recruiting an evaluation director, as well as a new executive director and program director. The Evaluation Director has since recruited a full evaluation staff. Even through it delayed project implementation, the long recruitment process was justified since it has resulted in a stronger, more efficient national headquarters staff which enjoys higher levels of involvement, trust, and cooperation with the HPI Board of Directors. Work on design, methodology, and data gathering instruments is in progress. Preparations are being made for the first field test of the design and the first workshop. 4 countries were selected for field tests of the evaluation design: Ecuador, the Philippines, Guatemala, and Tanzania. The HPI organization is giving full and enthusiastic support to the evaluation project. Expectations of practical and far-reaching results are high. Attached to PES is an HPI progress report on its dairy training program.
