Abstract
The project aims to improve the performance of Georgian institutions that play a strategic role in the implementation of the Government of Georgia's reform program and USAID's development objectives. HICD 2020 successfully implemented technical activities in all four-project components during the reporting period. The project launched the implementation phase for two HICD partner organizations: the Electric System Commercial Operator (ESCO) and the State Fund for Protection and Assistance of Victims of Human Trafficking (ATIPFund). Additionally, HICD 2020 commenced one additional Target of Opportunity (TO) program for the Civil Service Bureau of Georgia (CSB). The project provided participant processing services to eight exchange visitors traveling to the US and is currently processing four additional requests. The exchange visitors reported a 100% satisfaction rate with the quality of services provided. Under the Local HICD Capacity Building component, the project delivered two modules of the Leading through HICD (LTHICD) training series for its Indefinite Quantity Subcontract (IQS) holders. Participants displayed 14% and 65% knowledge increases based on the pre- and post-test data, and 100% of the trainees were satisfied with the course content as well as the trainers of both workshops. The LTHICD program is a key element of the project's approach to building the capacity of Georgian service providers to design and deliver organizational development and performance improvement activities independently in the future. The project also launched the HICD Virtual Academy online course for local service providers, with 18 participants enrolled in the program. Additionally, HICD 2020 launched its pro bono Youth Engagement Initiative, which aims to raise students' awareness of performance improvement processes, particularly HICD, as structured methods for organizational development. The project expects that a number of consultants and project staff members will be certified as Certified Performance Technologists (CPT) in the coming year. HICD 2020 is currently meeting or exceeding most of the indicators in the HICD 2020 performance monitoring plan. The project's main accomplishments for this quarter include starting PSP implementation for two HICD partner organizations, beginning a TO activity for the Civil Service Bureau of Georgia, holding two LTHICD training courses, launching the HICD Virtual Academy online course, launching the Youth Development Initiative, and processing eight exchange visitors with a 100% satisfaction rate. The project's implementation phase for the ESCO and ATIPFund partner organizations is ongoing, with the goal of improving the performance of these institutions. The project's TO activity for the Civil Service Bureau of Georgia is also ongoing, with the goal of improving the performance of this institution. The project's LTHICD training series is ongoing, with the goal of building the capacity of Georgian service providers to design and deliver organizational development and performance improvement activities independently in the future. The project's HICD Virtual Academy online course is ongoing, with the goal of providing local service providers with the skills and knowledge needed to improve the performance of their institutions. The project's Youth Engagement Initiative is ongoing, with the goal of raising students' awareness of performance improvement processes, particularly HICD, as structured methods for organizational development. The project's CPT certification program is ongoing, with the goal of certifying a number of consultants and project staff members as CPT in the coming year.
