This report reviews the history of participant training in Peru from 1942 to 1962 and examines the role which the training has played in the country"s overall social, economic, and political development.

Abstract
Lessons learned are the need to: (1) screen applicants carefully and from the outset instruct them and the host government in their respective responsibilities; (2) make sure that participants keep in close contact with the A.I.D. Mission; (3) publicize participants" achievements whenever possible and conduct related ceremonies as impressively as possible; and (4) encourage periodic meetings of former participants and the establishment of participant alumni associations.
