Project to support efforts of private, nonprofit entities in Honduras to sponsor and develop home and community improvements and construct new core housing for low-income families and to provide TA and loans to businesses that make construction materials.

Abstract
The Cooperative Housing Foundation (CHF) will implement the project, which will be financed through the Economic Stabilization and Recovery Program II (5220323). The project will provide capital and technical assistance to help the Honduran Cooperative Development System - technical service organizations, neighborhood and village improvement cooperatives, self-help housing cooperatives, credit cooperatives, and building materials production centers - mobilize and channel resources for self-help community efforts through the private sector. Targets are to develop or provide: (1) 25 community services projects in squatter settlements or towns, benefiting 31,250 low-income persons, through neighborhood improvement cooperatives; (2) the equivalent of full year of employment for 367 people; (3) grants and loans to 10 local organizations for multiple subprojects throughout Honduras; (4) loans to 200 building materials production centers employing a total of 1,000 people; (5) shelter for 1,000 people, through three self-help housing cooperatives; (6) home improvement loans benefiting 9,000 people, through 10 credit cooperatives and PVO"s; (7) 24 workshops to provide project orientation and information to cooperatives and PVO"s; (8) TA to 20 technical service organizations, PVO"s, and cooperative organizations; and (9) regional and country-specific audiovisual materials, manuals, and training publications. It is expected that training and workshop efforts will contribute to the institutional strengthening of CHF/Honduras and participating entities. The project complements A.I.D."s Housing Guaranty Program 522-HG-08.
