Abstract
The evaluation covers the period 4/88-5/91. In general, the project is strong and well managed. Success is reflected in the level of support it receives from the Government of Guinea, as well as the recognition it receives from other donors. The project has achieved objectives in terms of the number of trainees, with some 1,600 individuals participating, of whom 47% have been women and 54% from the private sector. Managerial capacity is high, especially in terms of the management information system. The project has the opportunity to make significant long-term contributions not only to Guinea, but also to overall human resources development, especially in the areas of local institutional strengthening, development, and use of training impact indicators and needs assessment methodologies. As the project grows and evolves, attention should be paid to the following. (1) The training office should take care not to let administrative work take precedence over program management. (2) Reaching numerical targets for participants should not take precedence over assuring that all training placements are appropriate. (3) With increased participant and dollar volume, the need for clarity and completeness of documentation will become more pronounced. (4) Subcommittees of the Private Sector Advisory Boards should have more entrepreneurs as members.
