Summarizes interim evaluation (XD-ABD-304-A) of a local currency project (519-LC-71) to strengthen the capacity of the Human Rights Commission of El Salvador (CDH) to improve El Salvador"s international image on human rights, increase national human rights education, and investigate suspected human rights violations.

Abstract
The evaluation covered the period through 12/90. CDH is most effective in its case investigation efforts. Investigations cover a broad range of possible human rights violations over a wide geographic area. CDH"s periodic visits to military detention centers, jails, and penitentiaries deter human rights violations of detainees. CDH gathers a greater volume of verified case information than any other human rights entity, although it could make more effective use of this information. CDH lacks clear direction in planning because objectives have not been well defined. Improvements also need to be made in training, publications (an annual report is recommended), and in responding to requests for information. CDH impact could also be increased by relocating the San Salvador regional office in a more central area, which would allow greater access to the public and better coordination with other governmental agencies involved in human rights. Three major lessons were learned. (1) The project has had an effect among the lowest ranks of the military and security forces. Soldiers are aware, at a vague and general level, that there are moral restrictions on their behavior regarding the use of force, threats, and detention. However, they are not aware of the exact limits to their authorized use of force. Training materials for such personnel must be made specific. (2) The development of an institution such as CDH requires project management to play an active role in guiding the overall structure and direction of the organization. (3) CDH"s credibility and effectiveness are linked to the perception and use of CDH both nationally and internationally and vice versa.
