Grant is authorized under the Human Rights Initiatives Project (5980591) to the National Democratic Institute (NDI) for activities in FYs 1993-1995 in selected countries in Latin America and the Caribbean in the areas of (1) election monitoring/electoral reform, and (2) governance programs.

Abstract
In the areas of election monitoring and electoral reform, NDI will: (1) organize international teams of experts to assess electoral systems; (2) organize election observer delegations; (3) provide assistance to domestic nonpartisan and multipartisan election monitoring and civic education groups; and (4) invite Latin American participants to NDI-sponsored programs in other regions and in Washington, D.C. Specific activities planned for FY93 will include: support for dialogue on electoral reform in Mexico; observer delegations to upcoming elections in Paraguay and Bolivia; continued support for domestic election monitoring in Mexico; and publication of a comprehensive Spanish-language election monitoring manual. Activities in the area of governance will include quick-response TA for national and local (municipal) legislatures, legislative training programs, and workshops on municipal reform. Activities planned for FY 1993 include: (1) a training seminar for new legislators following Guyana"s 10/5/93 national elections, covering topics such as legislative procedures, executive-legislative relations, the budget process, and relations between the majority and minority parties in the legislature; and (2) training for the winners of upcoming local/municipal elections in Guatemala and Colombia covering municipal budgeting and finance, interaction between local and national governments, and relations between mayors and city councils.
