Abstract
The Carter Center"s Latin American and Caribbean Program (LACP -- a policy outreach and research center which also functions as the secretariat of the Council of Freely Elected Heads of Government) will initiate "second generation" projects in countries where it is uniquely positioned due to its previous role in election monitoring. This grant will provide support for: (1) the efforts of the Carter Center"s Guyana Task Force to develop recommendations for long-term electoral reform in Guyana; (2) a program of national political reconciliation, focusing on resolution of land and property ownership disputes, in Nicaragua; and (3) exploration of avenues for restoring democratically elected President Aristide to Haiti"s Presidency. Two other LACP initiatives may be supported under the grant: dialogue on the consolidation of democracy in Panama, and support for election monitoring, electoral reform, and election-oriented civic groups in Mexico. In all its activities, the LACP will promote public awareness of hemispheric issues through seminars, conferences, and publications.
