Abstract
Research reported in these two studies examined, on the one hand, recent trends in foreign assistance and, on the other, trends in international development program evaluation. Findings from these studies show external trends in both areas have implications for the choices the Agency makes about the role of evaluation in USAID and the means by which that role is best executed. In some instances trends in foreign assistance and development program evaluation point to parallel or complementary implications with regard to these two important questions, but this is not universally the case.
