Abstract
This approach, part of the "re-engineering" of USAID"s operations, builds on experience over the previous several years with strategic planning and performance measurement above the individual project level. This paper first briefly describes USAID"s current performance monitoring and evaluation (PME) system, then traces the evolution of this approach from the late 1980s. It finishes with a discussion of lessons learned from experience and current issues regarding PMD in USAID. (Author abstract)
