Abstract
Program – Activity 1 began in May 2015 and concluded in May 2020. The program aimed to improve reading, equity, and accountability in the Democratic Republic of the Congo (DRC). Chemonics International served as the prime implementing partner, with Family Health International (FHI 360) and Cambridge Education as subcontractors. The program's overall goal was to increase equitable enrollments to quality education environments, improve education quality, and enhance governance and accountability by stakeholders. To achieve this, the program focused on several key results, including reducing barriers to access for primary education, increasing access to alternative/accelerated learning programs, and strengthening community and school collaboration and partnerships. The program's approach involved implementing a grants program to support increased access and retention, quality, and governance. The grants program aimed to develop and implement grants for increased access and retention, quality, and governance, as well as capacity building of target grants beneficiaries. Additionally, the program focused on improving education quality through the development and implementation of policies for improved access and learning, strengthening school leadership and management, and increasing community and civil society oversight and accountability. The program's monitoring, evaluation, learning, and operational research (MELP) implementation plan aimed to track progress toward the program's key results. The plan included operations research to identify and address challenges and opportunities for improvement. The program also conducted a conflict sensitivity analysis and business continuity plan annual update to ensure effective implementation. The program's geographic focus was on the DRC, with a specific emphasis on improving reading, equity, and accountability in the education sector. The program's timeframes were from May 2015 to May 2020, with a FY19 work plan outlining specific activities and objectives for the 2019 fiscal year.
