Abstract
The development plan is based on the assumption that the Ukrainian national economy will continue to grow, generating a higher demand for advanced business locations and production infrastructure. This demand is expected to be larger in industrialized agglomerations and important transport nodes, such as Pereyaslav-Khmelnytsky, which is located in the greater Kiev catchment area and has good accessibility. The city of Pereyaslav-Khmelnytsky has a population of 28,900 and is 3,152 hectares in size, making it a relatively small town. However, the district has a larger population of 33,600 inhabitants and an area of 146,000 hectares, providing a sufficient regional labor force for the development of the industrial park. The government of Pereyaslav-Khmelnytsky is actively supporting the development of a new industrial park and stimulating local economic development. The proposed industrial park will be located on a site of land that is suitable for the establishment of an industrial park of local/regional importance. The site is in the ownership of the city and has a size that is too large to develop all at once, therefore a phasing is proposed. The first phase will be available quickly to allow for an almost immediate start by interested investors. A conceptual plan is prepared on the land, which meets the spatial parameters of a typical industrial park of local/regional importance in Central Europe. The proposed industrial park will have the following characteristics: a site with 15-40 hectares of flat land, without any physical barriers or historical pollution; at least 50,000 inhabitants in the catchment area (up to 40-45 minutes accessibility by car/bus); no legal-ownership obstacles; the site offers flexibility, allowing a division into sub-sites/plots (0.5-3.5 hectares) for different owners; all business premises in the industrial park are free-standing buildings/halls; and a concrete plot offered to an investor has to accommodate future extensions of the investor's production facility. The development of the industrial park will be implemented in phases, with the first phase being available quickly to allow for an almost immediate start by interested investors. The overall size of the available land is too large to develop all at once, therefore a phasing is proposed. The proposed industrial park could be combined with a commercial development (the so-called shared services center in the southern part). The city of Pereyaslav-Khmelnytsky has already attracted a German producer of car and industrial electronics, Kostal Group, in 2006. Kostal Group expects a 200% increase of the production capacity and the number of employees on its Ukrainian location, within the next two years. The available industrial land, serviced by adequate infrastructural connections and in the immediate proximity of the city, provides promising opportunities for attracting both indigenous and foreign investment. The proposed industrial park will be developed in accordance with the spatial development framework, which includes the development of infrastructure, such as gas, electric energy, water, sewage water, and surface water. The development costs and feasibility report, risk analysis, and follow-up actions identification will be conducted as part of the development process.
