Abstract
A.I.D."s Regional Development Office/Caribbean (RDO/C) will oversee the project"s three components - an engineering and technical services (E/TS) contract, a Small Activities Fund (SAF), and a Large Subproject Program (LSP). The E/TS contractor will assist RDO/C in: (1) identifying, determining the feasibility of, and preparing documentation for new infrastructure activities/subprojects; (2) supervising design and construction and monitoring implementation; and (3) related procurement and contracting operations. The contractor will also provide support, as needed, for RDO/C infrastructure activities not included in this project. The SAF will finance small (funding level under $1 million) infrastructure/maintenance activities, while the LSP will finance those requiring project funding of over $1 million. Both SAF and LSP projects must meet criteria relating, e.g., to economic benefits and host country commitment; projects which present opportunities for linkage to host country policy reform will be encouraged. AID/W approval (and preparation of a project amendment or subproject paper) will be required for LSP funding. Construction of the St. Kitts Southeast Peninsula Road has already been approved for LSP funding. Illustrative SAF requests include: (1) upgrading of commercial and free zone sites in St. Lucia; (2) a regional services and training facility for electric utilities; and (3) intake structures and reservoirs for the Montserrat Water Authority. LSP requests include: (1) rehabilitating and expanding Charlestown Port, St. Kitts-Nevis; (2) upgrading Grenada"s infrastructure; (3) expanding the Antigua Water Supply project; and (4) constructing primary infrastructure on St. Lucia"s southeast coast.
