Abstract
The survey aimed to gather insights from members of the Verkhovna Rada of Ukraine on various aspects of the legislative process. The survey results indicate that 36.40% of respondents believed that in addition to existing analyses, fiscal analysis is required for draft legislation submitted to Parliament by the subjects of the legislative initiative. The survey also explored the methods for informing the public about VR activities and improving transparency of the legislative process. The results show that 41.7% of respondents considered parliamentary committees as the main source of information for MPs of the 7th VR. In terms of priority issues for assistance, 34.7% of respondents identified organizing the jurisdiction of parliamentary committees as a key area. The survey results also highlight the importance of staff organization, with 15.0% of respondents in Survey VI and 20.0% in Survey V indicating that this is a priority issue for assistance. Techniques for working with constituencies were also identified as a key area, with 10.0% of respondents in Survey VI and 15.0% in Survey V indicating that this is a priority issue. In terms of the main sources of information for MPs, the survey results show that 50.0% of respondents in Survey VIII relied on communication with colleagues and assistants, while 30.2% relied on parliamentary committees. Research services were also identified as a key source of information, with 6.3% of respondents in Survey VIII indicating that this is a main source of information. The survey results also highlight the importance of budgetary analysis, with 34.1% of respondents in Survey VIII indicating that this is a priority issue for assistance. Techniques in research analysis were also identified as a key area, with 12.5% of respondents in Survey VIII indicating that this is a priority issue. In terms of the Parliament's apparatus, the survey results show that 41.3% of respondents in Survey VIII believed that the Secretariat units should have priority if the Parliament appropriated money for additional staff. Research services were also identified as a key area, with 8.1% of respondents in Survey VIII indicating that this is a priority issue. The survey results provide valuable insights into the legislative process in Ukraine and highlight areas where international technical assistance may be beneficial. The results indicate that there is a need for improved staff organization, techniques for working with constituencies, and budgetary analysis. The survey also highlights the importance of research services and parliamentary committees as key sources of information for MPs.
