Abstract
To date 240 full time students are enrolled at Rampur campuses and 375 are enrolled at 6 branches. A composite staff development plan has been developed, approved, and implemented, and a staff of 44 appointed. Top administrative positions have been filled, and a research committee organized; 14 research plans have been implemented. IAAS (Institute of Agricultural and Animal Sciences) curriculum has been revised and a new practical program developed. 50 farmers have participated in 7 extension projects. Major constraints to program development have been the lack of intra-program communication, arbitrary administrative decisions on the part of Tribhuvan University, and difficulties in recruitment. Lessons learned point to the well-known truth, that serious commitment by host government is necessary if a project is to develop as anticipated. Success in funding and staffing and cooperation by Tribhuvan University are directly attributable to support by HMG. Other major lesson learned is evaluations should judge actual results, not just satisfaction of design criteria.
