Grant and loan are provided to the Government of Peru (GOP) to improve delivery of basic health/family planning (FP) services in pueblo jovenes and to integrate and expand FP services.

Abstract
The Ministry of Health (MOH) will implement the project. Basic health/FP supplies will be provided to 200 urban and 50 rural health centers. Professional and paraprofessional center personnel will be trained in public health, supervision, and logistics management, and provision of basic medicines. In addition, urban health promoters will be trained to distribute health/FP supplies and refer patients to health centers or hospitals. Mass media campaigns and educational materials will be developed (at the ministerial level), as will management information, supervisory, and logistics systems. To upgrade its capability to implement the project, the MOH will receive short and long-term technical assistance in such areas as systematic problem-solving and program, fiscal, and information management. FP services will be expanded and integrated into ongoing MOH activities. FP equipment will be supplied to 50 hospitals throughout the country (in addition to the 250 health centers noted above). Health promoters in 10 of Peru"s 17 health regions will be trained to promote FP activities and assist in developing a community-based delivery system that will provide FP information/education (including mass media promotion) and supplies. A logistics system for a rural health network will also be developed. FP services of select public, quasi-public, and private sector FP entities will be expanded and integrated within the MOH FP system. Specifically, the Peruvian Social Security Institute will incorporate FP into its maternal/child health program. FP services in the delivery system of the Peruvian Association of Medical Schools (ASPEFAM) will be expanded and ASPEFAM instructors will provide assistance and training to a third of the major area hospital centers outside Lima and to MOH administrators. Finally, FP policy formulation and research will be pursued with the help of the National Population Council and the National Institute of Statistics. Project Paper Amendment No. 1 of 1/18/85 provides grant funding to APROPO (Apoyo a Programas de Poblacion), a private, nonprofit Peruvian organization, to address a large unmet need for contraceptives by implementing a contraceptive social marketing program comprising marketing research, advertising, product packaging, and distribution and sales. The program will rely on existing commercial channels and employ cost-recovery techniques. (PD-AAQ-659)
